The Caspian Region has the potential to become an even larger player in global energy markets, as more international firms and policymakers recognize the region’s growing potential. Hydrocarbon exploration expands as the countries seek to strengthen East-West connectivity and reach new energy markets. Amidst heightened geopolitical uncertainty, with global impacts on energy security, the Caspian Region is stepping up as a corridor of stability and important destination for investors. Moreso, the region’s potential expansion of its energy role can advance its sovereignty and emergence from the shadow of its large neighbors.

Coinciding with the region’s hopes to become a prominent energy exporter is the growth of local energy demand. Recent summer blackouts vulnerabilities in power generation facing the region, especially as the countries pursue new energy-intensive projects. Governments are therefore aiming to deploy alternative energy sources with strong interest in civil nuclear energy, new uranium supply chains, and the modernization of local grid infrastructure.

This webinar will provide a look into the region’s overall energy outlook. It will cover the opportunity to increase hydrocarbon exports, nuclear cooperation, and interregional connectivity, as well as the economic trends shaping the entry of foreign businesses. The discussion will also recognize the need to improve local energy security in a changing environment and geopolitical context.

Emerging Energy Trends in the Caspian Region

The Trans-Caspian Fiber-Optic Cable is the first cable ever laid across the Caspian Sea. With the undersea section completed in August and commercial service expected this fall, the cable opens a new high-capacity data route linking Central Asia to Europe through the South Caucasus. It adds route diversity and resilience to a region whose international connectivity has long depended on a narrow set of paths. The project arrives as governments across Central Asia and the South Caucasus pursue ambitious AI and digital infrastructure agendas, and as global demand for subsea capacity reaches unprecedented levels.

The Caspian Policy Center is delighted to host the companies behind the cable, together with U.S. government and industry experts, to discuss how the project was built and what it means for the region. The panel will examine the engineering and logistical challenges of the first Caspian crossing, the role of trusted infrastructure in attracting hyperscalers and data center investment, and the opportunities for U.S. partnership in the region’s growing digital economy.

Undergoing a period of profound transformation, Central Asian states are embracing a C6 Trans-Caspian rethink. Avaza Summit will be the first formal consultative summit since Azerbaijan joined the format as a full participant in November 2025. This change signals a new phase of regional cohesion and strategic integration. Together with major energy, transit, and connectivity initiatives expanding the Middle Corridor, these developments are accelerating progress toward greater regional stability, sovereignty, and connectivity, as well as deeper global engagement.

The Caspian Policy Center is proud to host leading experts from the region and covering the region to unpack recent developments and discuss outcomes of the historic Avaza Summit, as well as what concrete steps key outside actors such as the United States can take to help deepen further engagement with the region. Avaza and Beyond: The Future of C6 Regional Cooperation

As Central Asia and the South Caucasus deepen their integration into global markets, governments and businesses across the Caspian region are seeking new sources of investment to support economic diversification and private-sector growth. The UK is an important partner, offering investment, financial services and business expertise, while London’s position as a leading global financial centre provides access to international capital through equity listings, bonds and other financing instruments. Recent developments highlight this potential: in May 2026, the National Investment Fund of the Republic of Uzbekistan (UzNIF) completed Uzbekistan’s first international equity offering on the London Stock Exchange, while other companies from the region are exploring similar opportunities.

This webinar will bring together financial and regional experts to examine how governments and companies across the Caspian region can make greater use of London’s capital markets. The discussion will consider pathways to raising equity and debt finance, what international investors look for and the governance, transparency and regulatory requirements involved. It will also explore how stronger financial and commercial links with the UK can support the region’s growth, diversification, and integration into global markets.

Accessing Global Capital: Opportunities for the Caspian Region in London

Marking its tenth anniversary, the Caspian Policy Center is pleased to host its annual Business Forum at the Harvard Club in New York bringing together a select group of senior government and business leaders to discuss the rapidly evolving economic, energy, and geopolitical landscape of the Trans-Caspian region. Held as the global community convenes for the United Nations General Assembly, this year’s CPC Business Forum will focus on practical challenges, emerging opportunities, and concrete next steps for strengthening regional connectivity, investment, and commercial cooperation.

As the region marks the one-year anniversary of the Joint Declaration between Armenia and Azerbaijan, new opportunities are emerging to expand the Middle Corridor, including the proposed Trump Route for International Peace and Prosperity (TRIPP). These developments have the potential to further strengthen regional connectivity, facilitate trade, and accelerate investment as countries across the Trans-Caspian region and beyond deepen their commercial ties along this strategic corridor linking Asia and Europe.

International business has played a vital role in promoting and facilitating cooperation as new supply chains and transportation networks seek to capitalize on the region’s emergent Middle Corridor. Given the increased international interest and engagement in the broader region, the Caspian Policy Center is convening an evening discussion with government and business leaders engaged in the region’s energy, financial, infrastructure, and connectivity sectors.

The discussion will focus on practical issues and next steps: what is needed to translate the region’s growing strategic importance into investment, infrastructure, and commercial opportunities; where remaining obstacles can be addressed; and how governments and the private sector can continue to deepen their efforts to advance the Trans-Caspian region’s next phase of growth.

7:00 – 7:45 PM Panel Discussion: “Investing in the Middle Corridor: What does the new

TRIPP Corridor mean for the region?

The proposed Trump Route for International Peace and Prosperity (TRIPP) can reshape connectivity between the South Caucasus and Central Asia, creating new opportunities along the broader Middle Corridor and beyond. But transforming the concept into a functioning commercial passage will require more than political agreement. Governments and businesses must address infrastructure, border procedures, customs, financing, security, and regulatory coordination, as well as integrating into the existing broader Middle Corridor.

This discussion will examine the practical challenges and opportunities along the proposed TRIPP corridor, including how the route can connect with existing transportation and trade networks, attract private investment, and strengthen east-west connectivity. Government and business leaders will consider what needs to happen next to move from political vision to commercially viable infrastructure and what role the United States and other international partners can play in supporting its development.

Corridor: Energy, Connectivity, and Critical Minerals”

The Trans-Caspian region is entering a new phase in which its strategic importance extends well beyond traditional oil and gas. Energy remains fundamental, but the region's future growth will increasingly depend on critical minerals, diversified supply chains and infrastructure, as well as new forms of energy production and connectivity.

This discussion will examine how governments and businesses can translate the region's growing resource and technological potential into investment and economic growth. Panelists will explore opportunities in energy and critical minerals, and the role of international investment in building the next generation of the Trans-Caspian economy. The focus will be practical: where are the most promising opportunities, what obstacles remain, and what concrete steps can governments and businesses take now?

The recent C6 Summit in Cholpon-Ata, Kyrgyzstan, marked another milestone in the evolution of regional cooperation among the countries of Central Asia and Azerbaijan. Building on years of expanding political dialogue and economic engagement, the summit demonstrated the growing willingness of regional leaders to translate shared interests into practical initiatives that strengthen connectivity, economic development, and regional resilience.

The Caspian Policy Center (CPC) is pleased to convene the Ambassadors of Azerbaijan and the Central Asian states for a timely discussion examining the significance of the summit and its implications for the region's future. The discussion will highlight how sustained dialogue among the countries of Central Asia and Azerbaijan is increasingly moving beyond MOUs to engaging in concrete initiatives that promote peace, prosperity, and economic integration across the Trans-Caspian region.

From Dialogue to Delivery: The Cholpon-Ata Summit and Next Steps for Trans-Caspian Cooperation

The economies of the Caspian Region have shown resilience in a time of uncertainty. Central Asia saw a strong expansion in 2025, the fastest in 14 years according to the World Bank. The Middle Corridor’s recent growth has greatly exceeded expectations, expanding connectivity across Eurasia and beyond. Leaders are driving the changes in a fast-changing environment. A new generation of experts brings fresh economic and technical ambition and ideas. Central Asia has plentiful energy reserves and critical minerals. The Armenia/Azerbaijan peace process has opened new possibilities in the South Caucasus. The Iran conflict is hitting economies but is also drawing attention to the Middle Corridor as a “Corridor of Choice” in an unpredictable world. Regional collaboration is creating a sturdy and reliable alternative network to northern transit routes and sea lanes. Built-in redundancy provides choice and reduces the capacity of outside powers to interfere. To make the most of improving access to global markets, and for the Corridor to realise its full potential, it will be important to strengthen institutional and infrastructural frameworks which nurture innovation, drive success and reward investment. The UK offers deep financial, legal, technical, logistics and supply-chain management, and educational experience, and is well placed to partner Caspian countries in integrating various aspects of connectivity from sustainable infrastructure to energy to digital services. 2026 is the year to persuade businesses and investors through ambitious structural reforms and clear results that the Caspian Region’s time has come.

China has rapidly expanded its footprint in Central Asia over the last 15 years, recently emerging as the region's largest trading partner. Through the Belt and Road Initiative (BRI), Beijing has poured billions of dollars into the Central Asian countries, financing infrastructure, renewable energy, agriculture, and digital technologies while presenting itself as a reliable development partner. China’s interest in the region has also intensified as the Middle Corridor — a trade and transport network linking China to Europe via Central Asia, the South Caucasus, and Türkiye — has emerged as an increasingly attractive alternative to traditional trade routes. Central Asian governments, eager for investment and diversification, have embraced China as a strategic ally in trade and growth. However, Beijing’s expanding presence in Central Asia has also been met with local resistance. In several countries, concerns over debt, land use, labour practices, and sovereignty have sparked public protests and, in some cases, elite-level unease.

This webinar will bring together regional experts to explore how China’s rise in the region is reshaping Central Asia across multiple dimensions, including geopolitics and security, infrastructure and connectivity, supply chains and natural resources, and bilateral relations (including perceptions and tensions).

Central Asia and China: Partnership or Dependence?

Undergoing a period of profound transformation, Central Asian states are embracing a C6 Trans-Caspian rethink. Strengthening regional cooperation to address shared challenges and seize new economic opportunities, Central Asia has joined with Azerbaijan to cooperate in this rapidly evolving geopolitical environment. The 2025 Washington C5+1 Presidential Summit marked the 10th anniversary of the framework and highlighted a continuing commitment to Central Asia in U.S. foreign relations. At the same time, Azerbaijan’s formal integration into the framework of Central Asia Consultative Meetings expanded the C5 into a C6. This change signals a new phase of regional cohesion and strategic integration. Together with major energy, transit, and connectivity initiatives expanding the Middle Corridor, these developments are accelerating progress toward greater regional stability, sovereignty, and connectivity, as well as deeper global engagement.

The Caspian Policy Center will bring together officials, diplomats, and policy experts to assess how the C6 countries can sustain and build upon this momentum. Discussions will focus on what the Trans-Caspian shift in perspectives means for economic cooperation, strengthening regional resilience, and positioning a broader Central Asia amid shifting global dynamics. Panelists will look to policy adjustments and institutional innovations required to support a durable and effective U.S. strategic presence in this critical region.

The Trans-Caspian region is experiencing rapid and profound transformations, signaling a new phase of regional cohesion and strategic integration. Major energy, transit, and connectivity initiatives expanding the Middle Corridor are driving progress toward greater regional stability, sovereignty and connectivity, as well as deeper global engagement. Azerbaijan’s formal integration into the framework of Central Asia Consultative Meetings is a highly significant development, expanding the C5 into a C6 and strengthening regional abilities to address shared challenges and build on economic and peacebuilding opportunities in a rapidly evolving geopolitical environment.

Dr. Eric Rudenshiold will present his paper on “The Middle Corridor Moment: How Central Asia and the South Caucasus Are Rewiring Eurasia.” Dr Roger Kangas will talk about the Caspian Policy Center’s paper on priorities and developments to watch for in 2026 including implications of the new C6 framework. Discussions will look at what the Trans-Caspian shift in perspectives means for economic cooperation, strengthening regional resilience amid shifting global dynamics. Speakers will be able to look to policy adjustments and institutional innovations required to support durable and effective UK, US and European strategic presences in this critical region.

The Middle Corridor (the Trans-Caspian International Transport Route) has evolved from a regional initiative into a strategic artery of Eurasian connectivity – linking Kazakhstan, Azerbaijan, and Georgia across the Caspian Sea and onward to Europe and East Asia. Amid shifting trade patterns and geopolitical uncertainty, the Corridor offers a credible, diversified alternative to traditional northern transit routes. It supports Europe’s energy security, supply chain resilience, and digital connectivity. In order to fully realize its potential, the Corridor must bridge the existing perception gap regarding coordination, governance, and reliability. Strengthening institutional mechanisms and creating credible guarantees for investors and policymakers are essential steps toward transforming it from a promising vision into a bankable and secure Eurasian route. This event will also introduce CPC reports on the Middle Corridor and Critical Minerals potential of the Caspian region.

The Caspian region has undergone historic shifts over the past year, including the expansion of intra-regional cooperation through Azerbaijan’s formal integration into the C5 to create the C6, a U.S.-brokered peace agreement between Azerbaijan and Armenia, and the establishment of the Trump Route for International Peace and Prosperity (TRIPP). Alongside other energy and connectivity projects that are expanding the Middle Corridor and the Caspian countries’ increasing global engagements, these developments have accelerated progress toward regional stability, sovereignty, and connectivity. This virtual event will bring together regional and thematic experts to assess what to watch in 2026 across Central Asia and the South Caucasus, examining the region’s political, security, and economic trajectories and how Caspian countries can sustain, and build on, this momentum. The discussion will also look at the growing role that partners, particularly the EU and Türkiye, are playing in the Caspian region and where opportunities for further cooperation might lie.

The Caspian at a Crossroads: What to Watch in 2026

Energy security is central to economic, environmental and social stability. Ensuring reliable and affordable supply, increasing energy diversification and resilience and making the most of energy transitions and innovation are the essential elements. Global transition spending in 2024 was nearly double the 2021 figure and use of wind and solar energy is at record levels. Even so, global oil and coal use are also at record levels, and gas will be needed decades beyond 2050. The transition process will be lengthy, disjointed and costly as energy systems are renewed. Some new industries such as hydrogen are emerging slower than hoped. In many countries fiscal constraints place limits on investment and priorities differ. Conflicts and hybrid disruption, poverty, disease, disasters and climate change complicate a constantly changing security picture. Most importantly, average global temperatures are still on track to reach well above 2 degrees centigrade by 2100. This event will discuss how the Caspian Region, UK and EU are working together to adapt planning assumptions accordingly and navigate these realities.

Session 1 – European & Caspian Energy Challenges and Developments

Events of the last four years, from Russia’s invasion of Ukraine to today’s political populism, protectionism, trade disputes and tariffs, have stoked political and economic uncertainty in Europe and Caspian countries. The EU and UK have been active in response. The share of EU gas imports from Russia went down from 45% in 2021 to 19% in 2024. The AggregateEU mechanism significantly reduced demand and in May the Commission set out a roadmap to phase out EU imports of Russian gas, oil and nuclear energy. Two months later they announced further Hydrogen, Raw Materials and Gas mechanisms. The UK led from the front at COP29 and the April London Energy Security Conference, and in setting up the Great British Energy Company to develop clean energy projects and promote energy security. Energy drives most economies in Central Asia, the South Caucasus and Türkiye, whether producers, transit countries or both. This panel will look at global and regional overviews - challenges, progress and plans.

Session 2 – Strategic Partnerships and Common Benefits

Europe and the Caspian Region have many shared interests and much complementary expertise. There are many reasons to strengthen strategic partnerships. The geopolitical backdrop remains unpredictable. Ukraine’s recent drone attacks on Russian critical energy infrastructure led to Central Asian price spikes and reduced access to the Caspian Pipeline Consortium. But the region may also develop a greater role as alternative suppliers. The Trump Route for International Peace and Prosperity can be a major transit game-changer for the South Caucasus and beyond. As well as acting on opportunities, Caspian countries such as Kazakhstan, Uzbekistan and Azerbaijan are doing more longer-term planning and reaping mutual benefits from working with each other and reliable partners. UK and EU governments, energy companies, business and finance sectors are well-placed to help.

Multilateral collaboration on energy and climate change has grown significantly with events such as the Ashgabat Central Asia Climate Conference and the Samarkand EU/Central Asia Summit and Climate Forum where leaders put climate security at the heart of the new Central Asia Strategic Partnership. COP29 raised the profile of Central Asian and South Caucasus countries. Working at C9 including Türkiye would make it even easier for the Caspian region to appreciate collective value and maximise their influence in subsequent COPs. Belém’s legacy will be the extent to which COP30 leads to public and private climate finance scaling up to trillions of dollars and Global Stocktake commitments accelerating renewable energy capacity, efficiency improvements and transitions tackling emissions.

Energy Security: Navigating New Realities

Ten years after its launch in 2015, the C5+1 has become a central pillar of U.S. engagement with Central Asia—bringing together Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan with the United States to advance regional stability, sovereignty, and connectivity. Over the past decade, the platform has evolved from ministerial dialogue to leader-level partnership, anchoring cooperation across security, economic, and energy domains. As the region undergoes rapid realignment amid Russia’s war in Ukraine and China’s expanding economic footprint, the C5+1 faces the dual challenge of sustaining momentum and delivering tangible results. At the same time, expanded connectivity through the Middle Corridor, growing intra-regional economic and energy integration, and U.S. interest in critical minerals offer new avenues for strategic collaboration.

The Caspian Policy Center will convene regional and U.S. officials, diplomats, and policy experts to examine how the C5+1 can approach its second decade—deepening economic ties, strengthening regional resilience, and positioning Central Asia as a reliable partner in a rapidly shifting geopolitical landscape. Panelists will discuss policy adjustments and institutional innovations needed to sustain a robust U.S. strategic presence in this pivotal region. They will also discuss results from the two events that recently took place in the region, U.S.-Central Asia Think Tank Forum and Astana International Think Tank Forum, ahead of the upcoming C5+1 Business Conference and Presidential Summit.

Connectivity, Finance, and Energy along the Middle Corridor

Central Asia, the South Caucasus, and Türkiye continue to benefit from growing regional connectivity and the maturing of the multimodal Trans-Caspian International Transport Corridor. The continuous acceleration of regional collaboration and increased interest of investors reflect the economic, commercial and strategic opportunities. Better connectivity helps to address geopolitical challenges and bolster energy and climate security in the Caspian Region, Europe and beyond. Regional cross-border agreements multiply while international partners offer crucial financial and technical support. The UK, EU and US also have much to gain, investing time and effort in deepening relationships across the region. It will be important to make the most of the opportunities. A fully integrated regional connectivity strategy including energy, digital and finance would be more effective than working through sectoral initiatives separately and provide a strong steer to business and private investors.

Session 1 – Consolidating the Corridor

10:20 - 11:00

The Trans-Caspian Corridor is a transformative initiative aimed at establishing direct and efficient connectivity between Europe and Asia – a strategic, multi-dimensional project that is reshaping trade, energy, and geopolitical dynamics across Eurasia. Development of the Corridor has been a complex, multi-year process, marked by significant political, economic and logistical challenges. Overcoming these hurdles requires aligning the interests of multiple countries, building capacity, navigating regulatory and infrastructure barriers and securing the necessary investments. How can Caspian countries and partners best work together to integrate more aspects of connectivity from sustainable infrastructure to energy and digitalisation? And how can they deliver the number of skilled experts needed? The initiative has progressed nonetheless. The European Union, the EBRD and other countries and IOs continue to be pivotal.

Session 2 – Working it through and Making it Happen

11:45 – 12:45

As new infrastructure projects and trade routes continue to develop and mature, the Caspian region is set to become an increasingly important node in the global economy. Key sectors such as renewable energy, digital infrastructure and sustainable mining are poised for expansion. European countries face a strategic supply-chain challenge in securing stable access to critical minerals and rare earth elements essential for economic vitality, technological innovation, and wider security. They are increasingly turning their focus to regions like Central Asia and the South Caucasus - areas that not only have abundant reserves of energy resources and critical minerals but also offer favourable transport and logistical routes. All this has brought countries in the region to the forefront of international business strategies. In turn, they have shown a strong interest in collaborating, recognising the mutual benefits of building resilient, sustainable partnerships that can address the dual challenges of energy security and geopolitical risk. That takes time, careful preparation and constant monitoring, problem-solving and adaptation.

Harnessing The Momentum, Building on The Synergies

Recent months have witnessed a surge of diplomatic engagement across the Caspian region. Notably, the European Union–Central Asia Summit held in Samarkand underscored this momentum, with the EU committing approximately $13.2 billion to enhance regional infrastructure. Coupled with intensified dialogue in the South Caucasus, these developments have created significant opportunities for deeper cooperation. At the same time, growing global interest in the region’s substantial critical mineral resources has elevated its strategic importance on the geopolitical stage.

The Caspian Policy Center is proud to host leading experts from the region and covering the region to unpack recent developments and discuss what concrete steps key outside actors such as the United States can take to help deepen further engagement with the region. This expert panel will explore opportunities for enhanced collaboration between the Caspian region and the United States, examine prospects for greater regional cooperation, and assess the broader implications of these evolving dynamics for the region’s future.

Trans-Caspian Voices: Infrastructure, Minerals, and Diplomacy in Focus

Uzbekistan sits along the intersection of historical trade routes connecting the East with the West and the North with the South. Today, its strategic location places Uzbekistan at the heart of the evolving Trans-Caspian corridor—an increasingly vital trade and transit route, the full potential of which is yet to be maximized. To explore this potential, the Caspian Policy Center is proud to host Ambassador Javlon Vakhabov, Managing Director of the International Institute for Central Asia in Uzbekistan, for an in-person discussion on the strategic importance of Uzbekistan’s role in the Trans-Caspian Region. The parties will exchange perspectives and engage in discussions on Uzbekistan’s evolving approach to trade and transit—both toward the South and across the North and West via the Caspian—as well as the country’s broader efforts to enhance regional connectivity in Central Asia.
